PEF-FAS admission policy for OSC and drop-outs announced
Punjab Education Foundation (PEF) has introduced comprehensive admission policy for arranging gratis education for out of school / dropout children of 6–17 year of age in schools associated under Foundation Assisted School (FAS) Program. The purpose of this policy is to achieve the millennium development goals. The FAS partner schools are directed to give admissions to dropout / out of school children according to the guidelines given in the admission policy. According to this policy, the dropout/out of school children are divided into two broad categories i.e., the children who have never been to school and the dropout children who are out of school for the last three months (excluding summer vacations).
The FAS partners are allowed to give admission to out of school/dropout children throughout the academic year to encourage such children to go to schools. The school record of dropout/out of school children will be kept separately. In order to integrate out of school children in to regular educational system, a Foundation Level Course (FLC) will be taught to these students. The content of FLC will consist of the syllabus of Punjab Textbook Board (class 1 to 5). This FLC is of 40 months duration for out of school children while in case of dropout students; its duration would be 12 months. However, the school management can directly induct out of school children in any class by skipping FLC, if feels appropriate. Separate classes will be arranged for students studying in Foundation Level Course. However, no separate classes will be required for out of school children, if directly inducted in a regular class. These classes can be arranged either in morning or in evening. However, the evening classes will be held after intimation to FAS department and no regular enrolled students will be allowed to study in these classes.
Accordingly, partner schools will be monitored by PEF Monitoring Team both in morning & evening. According to this policy, multi-grate teaching would be allowed for out of school students in FLC classes. After completion of FLC, all out of school children will appear for PEC or board exams and school management will ensure 100 percent appearance of such students in these exams. PEF will also physically verify the students once a year and during the verification, all the relevant record will be checked. According to admission policy, the annually held Quality Assurance Test (QAT) will not be held for FLC students while the dropout students will be exempted from regular QAT for a period of 12 months.
The maximum student capacity in a class shall be relaxed up to 40 students per class only for those Out of School Children who are inducted in regular classes. As per policy of PEF–FAS department, the enrolment limit for out of school children for A+ category schools is 120, for A category schools the limit is 90 students and for B+ category the limit is 60 students. Similarly, B category FAS partners can enroll 30 students. In future, d-capping would only be allowed to cater Out of School Children. Moreover, admission policy also aims to encourage girls’ education in the impecunious strata.
