Course title:

Business Incubation Management
Scheduling:

The short course will run for a total of 5 weeks between November and December 2015. It will comprise 2 weeks of training followed by 2 weeks of internship in Business Incubation Centres (BICs) in Australia. On return to Pakistan 1 week of in-country training will take place in a local BIC.
Background:

The Planning Commission of Pakistan was charged with developing a new Framework for Economic Growth in 2011 by the Government of Pakistan. Research and country wide consultations conducted by the Planning Commission resulted in a Paper called ‘Creating a Place for the Future: A Study of Entrepreneurship and Innovation’. The new economic growth strategy identified in the Paper clearly indicates fostering entrepreneurship and innovation in open competitive markets.

“Entrepreneurship must be given more space in the coming years through a more thoughtful policy and regulation. It must be given place in the value system by allowing merit to overtake privilege. Education too must give entrepreneurship space by replacing bureaucratic management by creativity, merit and risk-taking.” 1

It is important to note here that Pakistan’s population is growing at an annual rate of about 2 per cent. The age structure of the population and a faster entry of women into the workforce are causing the labour force to increase at 3.6 per cent a year. Since Pakistan’s employment to GDP elasticity is 0.5, its GDP must grow at more than 7 per cent to absorb the flow of workers into the labour force and maintain the current unemployment rate 2. For Pakistan to become a middle-income country, GDP must grow at a sustainable rate of 8 per cent for more than 30 years–a daunting challenge, which can be overcome. If economic growth is not leveraged to a higher trajectory, then the coming demographic changes will imply rising unemployment, shortage of assets and difficulties in competing with neighbouring South Asian countries.

The above mentioned challenges can be mitigated by developing a culture of productive entrepreneurship in Pakistan. Business Incubation Centres (BICs) are seen as a key mechanism to achieve this development goal and building capacity to effectively manage BICs is the focus of this proposed short course. Business incubation is a unique and highly flexible combination of business development processes, infrastructure and people designed to nurture new and small businesses by helping them to survive and grow through the difficult and vulnerable early stages of development.3

Industry-academic links are vital for BICs to function effectively. The skills and knowledge of successful entrepreneurship are integral to healthy economic growth in public and private sectors.

The Higher Education Commission (HEC) of Pakistan is committed to establishing BICs across all provinces and has made progress in this direction. The HEC has been instrumental in working with donors and the Government of Pakistan to seed funding for BICs, to organise training and to provide mentoring to staff at these centres established within higher education institutions since 2010. At the same time, BICs operating in the non-academic sector in Pakistan exhibit significant creativity and degrees of success in entrepreneurship. Operating in the private sector, these BICs tend to be more demonstrably progressive. However, HEC and the private non-academic BICs have both identified need for capacity building of the human resource capabilities of personnel to effectively manage BICs and to stimulate entrepreneurship within academic and non-academic environments. It is believed that bringing together public and private sector BICs will offer scope for participants from Pakistan to cross-fertilize ideas and experiences – this will further enable participants to explore sustained engagements in the management and advancement of BICs in Pakistan.

Given the increased focus of the Australia’s aid program on Trade and Economic Development, it is timely to consider ways to build Pakistan’s domestic capacity in the BIC arena. Australia has a highly developed BIC system, with two of its BICs rated among the world’s top ten in 2014.

Course purpose:

To train 20 academics and professionals who are managing BICs established within higher education institutions and the non-academic sector. The Course will provide practical guidance on how to manage, grow and sustain an effective BIC.
Course objectives:

To provide recipients with skills and knowledge necessary to manage and sustain an effective BIC.
To equip recipients with practical and appropriate tools to develop and implement sound management policy and practice to promote entrepreneurship and drive innovation in Pakistan.
To facilitate recipients to cross-fertilize ideas and experiences and to explore creating linkages between academia and industry and also with their counterparts in Australia to develop sustained networks.
To enable recipients to interpret their experience and learning through the development of a Return to Work Plan (RWP) that applies the knowledge and skills gained from the course in a manner appropriate to their work context in Pakistan.
Learning outcomes:

Through a combination of classroom based learning activities, group reflection sessions, case studies, internships and interactions with Australian experts and organisations participants will be able to demonstrate the following skills, knowledge and attitudes to be able to:

Comprehend good BIC management practices and apply them in BICs
Understand human resource principles and practices for managing teams in BICs
Inculcate entrepreneurial environments in public and private universities, among faculty staff and students
Inculcate entrepreneurial environments within private sector BICs
Cultivate enabling environments in public and private sector BICs which engender a spirit of entrepreneurship amongst faculty staff, students and clients
Create linkages between industry and BICs in public and private sectors
Initiate processes to develop standards and policies for effective stewardship of BICs
Advocate the development of standards and policies for business practices: Intellectual Property, patents, etc
Develop analytical skills to appraise workability and commercialization potential of business ideas
Understand good practices in BICs in Australia and consider potential for applications in Pakistan
Potential recipients:

This Short course will target mid-level academic staff and professionals with relevant backgrounds and experience currently employed in Business/Technology Incubator Centres, Offices of Research, Innovation and Commercialization or Centres of Entrepreneurship in higher education institutions and the non-academic sector.

Business Incubation Managers in Higher Education Institutions: professionals and faculty staff currently employed by public and private sector higher education institutions who are managing Business/Technology Incubation Centres, Offices of Research, Innovation and Commercialisation or Centres for Entrepreneurship. The Business Incubation Managers in higher education institutions will be actively involved in the management and advocacy of such centres. Applicants in this category must be engaged in facilitating the incubatees to set up a successful business.
Promoters of Entrepreneurship: This category targets employees of Business Incubation Centres in the non-academic public and private sectors. The applicants must be employed by a business entity focusing on promoting entrepreneurship in Pakistan by providing a hub for start-ups, entrepreneurs and industry. Applicants in this category must be engaged in managing BICs and facilitating incubatees to set up a successful business.
Eligibility Criteria

Achieving gender balance is a priority for the Australia Awards program and in order to achieve this objective, women are encouraged to apply.

The Australian aid program is also committed to offering short course awards to people with disability who are otherwise eligible to apply.

Applicants must meet profile specific as well program eligibility criteria detailed below:

be Pakistani citizens (dual nationals are not eligible),
and currently residing in Pakistan;
not have applied for or hold permanent residency in Australia or New Zealand;
not be married or engaged to a person who is eligible to hold Australian or New Zealand citizenship or permanent residence;
satisfy Australian Government requirements for international student visas for entry to Australia (health, character, etc.);
be able to provide a Police Security Clearance certificate at the time of visa application;
meet any minimum eligibility criteria stated as course prerequisites by the Australian tertiary institution providing the short course (including English proficiency);
where applicable, be able to provide a ‘No Objection Certificate’ from their organisation to participate in the course and;
be available to take up the course in November – December 2015.

Australia Awards – encouraging people living with disability to apply
Enhancing the lives of people with disability is a priority for Australia’s aid program.

The Australian Government aims to ensure that people living with disability are included in, and benefit equally from, Australia’s development assistance. It focuses on improving the quality of life for people with disability, reducing preventable impairment and promoting effective leadership on disability and development issues. The primary outcome is to support people living with disability to improve the quality of their lives by promoting and improving access to the same opportunities for participation, contribution, decision making, and social and economic well-being.

The Australian Government believes that aid will only be effective if opportunities are available to everyone, including people living with disability. Supporting the participation of people with disability in economic, social and political life helps reduce poverty and increase economic growth and democratic governance.
Reaching out to people living with disability through the Australia Awards in Pakistan
The Australian aid program’s approach to disability-inclusive development applies to the Australia Awards in Pakistan. The Australia Awards program aims to strengthen Pakistan’s human resource capacities by providing Short course opportunities in areas aligned with Pakistan’s development priorities. The priority area for short course awards in 2015 is Business Incubation Management.

Applications from people living with disability
Applications from people living with a disability or people working in the disability sector are strongly encouraged.
The Australian aid program strives to ensure accessibility for people with disability throughout the scholarship process. Reasonable support (academic and non-academic) is provided to recipients living with disability based on a ‘needs’ assessment to allow them to participate on an equal basis with other award recipients. Academic support may comprise adjustments to support academic endeavours such as access to and training in the use of assistive technology and/or additional academic assistance. Non-academic support may comprise full-time or part-time carers and equipment such as wheelchairs or specialised computer hardware/software. Australian institutions are very experienced in providing disability support.

Applicants with a disability are encouraged to notify the Australia Awards office of all disabilities and pre-existing medical conditions as early as possible, preferably when applying for an Australia Award. Early and full notification of a disability will not negatively affect the assessment of an applicant’s eligibility or placement and will enable the Australia Awards office to provide appropriate support throughout the application and placement process.
